Also, I am hearing that this "state of emergency" the reason why. It does have to do with the extra viewers coming into the area to watch it. What the real issue is that everyone and their brother will take videos or pictures and try to send them all at the same time. The cellular service is not capable and it will jam up communications for real emergencies. Keep in mind back in the other days of a total eclipse of this magnitude, there were not founding fathers around watching this and taking "selfies" with an eclipse. This is a fairly new phenomenon.
